Visual Flight Rules: The pilot flies with reference to the ground at all times. Takeoffs and landings are made keeping the runway in sight.

IFR

Instrument Flight Rules: The pilot flies with reference to instruments, and also lands by the use of instruments, other than the last hundreds of feet above the runway. It is possible to land without seeing the runway at all (but not in aircraft like JYMmie!)
